The Person: The NCI is seeking an innovative leader to serve as the Director for the Center for Research Strategy (CRS), National Cancer Institute (NCI) who reports directly to the NCI Director. Located within the Office of the Director (OD), CRS is a scientific office responsible for applying scientific, strategic, analytic, and evaluative expertise to inform decision making, identify cross-cutting opportunities, and collaborate on initiatives that advance the missions of NCI and NIH. Specifically, the Director, CRS:

  • Serves as the NCI representative in trans-NIH policy and evaluation discussions, providing NCI perspectives on trans-NIH issues and informing NCI leadership of emerging NIH policy considerations.
  • Identifies and advises NCI leadership on accomplishments across the NCI research portfolio and uses those as a basis to generate the NCI Annual Plan and Budget that is submitted to the President and Congress. The Annual Plan provides an overview of the promising research areas for which additional funding will be important for the nation to make more progress against cancer.
  • Leads the implementation and application of cutting-edge portfolio analytic tools to inform and advise NCI leadership on emerging trends in the NCI research portfolio and workforce. Prepares publications summarizing the status of NCI workforce issues. In response to requests from Congress and other organizations, provides reports that incorporate these analytical assessments.
  • Leads the NCI development of tools for program evaluation and uses those tools and other metrics to provide feedback and guidance to NCI on lessons-learned and future decisions.
  • Manages an operational budget of approximately $5 million and supervises approximately 10 scientific and administrative staff

Position Requirements:

  • Ph.D. or M.D. in an academic field related to the health sciences or allied sciences appropriate to the work experience stated above,
  • Experience in cancer research to inform trans-NCI policy affecting cancer research,
  • Expert knowledge of current advances and developments in cancer research to advise NCI leadership on emerging trends in the NCI research portfolio and workforce, and program evaluation tools to provide feedback and guidance for future decision,
  • Scientific vision and leadership skills and the ability to manage a large program.
  • Supervisory experience in managing high-level scientists and administrative staff.

Salary/Benefits: This position will be filled under a Title 42 excepted service appointment.  Salary is competitive and will be commensurate with the experience of the candidate. A recruitment or relocation bonus may be available, and relocation expenses may be paid. A full package of federal Civil Service benefits is available, including retirement, health and life insurance, long term care insurance, leave, and a Thrift Savings Plan (401K equivalent). The successful candidate may be subject to a background investigation and public financial disclosure requirements.
